Il-Gvern qed jgħaddi bħal romblu fuq is-soċjeta’ ċivili

Front Ħarsien ODZ jikkundanna il-mod assolutista li permezz tiegħu l-gvern qed jgħaddi tlett liġijiet li jirregolaw l-ippjannar u l-ħarsien ambjentali f’pajjiżna mingħajr ebda konsultazzjoni serja kif rikjest mil-konvenzjoni ta’ Aarhus li tagħha Malta hi membri.
Il-Front Ħarsien ODZ jikkunsidra l-laqgħa msejħa għall-NGO’s quddiem il-kumitat parlamentari għal ambjent u l-ipjannar li għalija ingħataw biss 24 siegħa biex jaqraw il-ligijiet propososti bħala insult goff u nuqqas ta’ rispett għas-soċjeta’ ċivili.
“Il-liġi dwar il-ħarsien ambjentali fija 76 paġna u 86 klawsola, il-liġi dwar l-ipjannar fija 98 paġna u 105 klawsola u l-liġi dwar it-tribunal il-ġdid fiha 50 paġna u 55 klawsola. Huwa impossibli li s-soċjeta’ ċivili tevalwa dawn id-dokumenti f’24 siegħa.”
Il-Front Ħarsien ODZ qed isejjaħ lil gvern biex ma jgħaddix bħal romblu fuq is-soċjeta’ ċivili u jippostponi id-diskussjoni dwar it-tlett liġijiet għal wara s-sajf biex jiżgura li jkun hemm konsultazzjoni effettiva.
Il-Front se jipparteċipa fil-laqgħa ta’ llum tal-kumitat parlamentari biex jesprimi t-tħassib tiegħu dwar l-assolutiżmu tal-gvern li qed idgħajjef il-ħarsien ambjentali billi jgħaddi bħal romblu fuq kulħadd.

Government riding roughshod over civil society

Front Harsien ODZ condemns the absolutist way through which the government is pushing through three new laws regulating planning and environmental protection without adequate consultation as required by the Aarhus convention of which Malta is a signatory.

Front Harsien ODZ considers the 24 hour notice given to NGOs to confirm their participation in a two hour discussion on the three laws as an insult to civil society.

“The Environment Bill is 76 pages long with 86 clauses, the new Planning Bill is 98 pages long with 105 clauses and the bill on the new environment and planning tribunal is 50 pages long with 55 clauses. It is impossible to expect civil society to be in a position of reading through these documents in a couple of days.”

Front Harsien ODZ insists that the way the government is rushing through its agenda without real and effective consultation is in breach of the Aarhus Convention which guarantees the right to participate in environmental decision-making.

The Front calls on government to postpone discussion on all three laws to after the Summer recess and to initiate a proper consultation process on the proposed laws which contain a number of controversial proposals which merit a full public consultation exercise which should take over a period of months not a couple hours.

Front Harsien ODZ will be participating in today’s meeting of parliament’s committee for planning and the environment to voice its concern on the absolutist way government is weakening the country’s environmental legislation by introducing lax laws by stealth to the detriment of the common good.
