Front Harsien ODZ welcomes Farrugia’s decision to convene parliament’s environment committee

Front Harsien ODZ welcomes Hon. Marlene Farrugia’s decision to re-convene parliament’s environment committee to discuss the site selection for the American University of Malta. Farrugia who chairs this parliamentary commitee has informed the Front that she will be setting a date for the meeting.

The Front had written to Hon. Marlene Farrugia asking her for to re-convene the committee in view of the commitment made during a meeting of the same committee on June 15 2015 by MEPA Chief Executive Officer Johann Buttigieg. Buttigieg promised that he will present sites which were being considered for the location of the proposed development in an upcoming Parliamentary Environment Committee meeting.

Despite the commitment taken by the MEPA CEO no such meeting was held before the Prime Minister announced that the government had chosen two sites, one within development zones in Cottonera and a site in Zonqor which still includes 18,000 square meters of ODZ land on land designated by the local plan as part of a national park.

Although the government has published a report which refers to all the sites considered by the MEPA CEO’s office, the report has not been submitted to the scrutiny of parliament and civil society as promised by the MEPA CEO.

“We will continue to insist on transparency and scrutiny and the publication of all agreements signed with Sadeen Group. We also reiterate our opposition to the inclusion of ODZ land in Zonqor. The project still has to go through a lengthy planning process and environmental studies. We will be demanding full scrutiny of the project at every stage of this process.”

Front Ħarsien ODZ jilqa d-deċiżjoni ta’ Marlene Farrugia biex issejjaħ laqgħa tal-kumitat ambjentali

Front Ħarsien ODZ tilqa’ d-deċiżjoni tad-deputat parlamentari Marlene Farrugia li ssejjaħ laqgħa tal-kumitat ambjentali tal-parlament biex jiddiskuti l-għażla tas-siti għal American University of Malta. Farrugia li tmexxi dan il-kumitat parlamentari informat lill-Front li kienet se ssejjaħ laqgħa f’data li se titħabbar iktar tard.

Il-Front kien kiteb lill-Marlene Farrugia biex jitlobha issejjaħ laqgħa ta’ dan il-kumitat parlamentari fid-dawl tal-impenn li kien ħa Johann Buttigieg (CEO tal-MEPA) fil-laqgħa tal-istess kumitat fil-15 ta’Gunju. F’din il-laqgħa Buttigieg kien qal li kien lest jippreżenta rapport dwar is-siti li kienu qed jiġu kunsidrati f’laqgħa futura tal-kumitat parlamentari.

Minkejja l-impenn ta’ Buttigieg għada ma saret l-ebda laqgħa tal-kumitat parlamentari qabel ma tħabbret id-deċiżjoni tal-Prim Ministru li l-gvern kien għażel żewġ siti għal Universita’ Amerikana, waħda fiż-żona ta’ żvilupp f’ Baċir numbru wieħed f’Bormla u f’sit fiż-Żonqor li jinkludi mhedda ta’ 18,000 metru kwadru ta’ art ODZ li skond il-pjan lokali kellha tkun parti minn park nazzjonali.

Għalkemm il-gvern ippubblika rapport li jekenka s-siti li ġew kunsidrati, dan ir-rapport qatt ma għadda mil-iskrutinju tal-membri parlamentari u tas-soċjeta’ ċivili.

“Aħna se nkomplu naħdmu għal trasperenza u skrutinju sħiħ. Għalhekk qed nitolbu wkoll il-pubblikazzjoni ta’ kull ftehim li sar ma’ Sadeen Group. Il-Front Ħarsien ODZ itenni l-oppożizzjoni għal kull żvilupp ODZ fiż-Żonqor u jfakkar li l-proġett għadu ma ġiex approvat u jrid jgħaddi minn proċess ta’ approvazzjoni mill-Awtorita’ tal-Ippjannar u minn studji ambjentali. Aħna se naħdmu biex niżguraw li jkun hemm skrutinju f’kull stadju ta’ dan il-proċess.”
