Social Impact Assessment dwar siti alternattivi ghall-American University

Bħala parti mill-politika ta’ trasparenza li jħaddan il-Front Ħarsien ODZ qed jibgħat il-kummenti tiegħu dwar Social Impact Assessment dwar il-possibilita li l-American University tiftaħ campus fil-Kottonera

Front Harsien ODZ issotometta l-fehmiet tiegħu dwar l-proposta li campus tal-AUM isir fil-Kottonera wara li ntalab jagħmel dan minn kumpanija privata imqabda mil-gvern biex tħejji Social Impact Assessment dwar din il-proposta.

Fis-sottomissjoni tiegħu l-Front tenna l-oppożizzjoni tiegħu għal kull żvilupp fiż-Żonqor u f’ kull sit ODZ inkluż toroq u infrastrattura ġdida. Fl-istess hin il-Front hu lest jiddiskuti kul proposat fuq żoni diġa żviluppati.

“Għalhekk nilqu kull proposta li l-campus jiġi żviluppat f’ binjiet eżistenti jew artijiet diġa żviluppati. Id-deċiżjoni tal-gvern li jesplora l-possibilita li l-campus isir fil-Kottonera hi pass fid-direzzjoni t-tajba u turi kemm kienet effettiva l-protesta li saret f’Lulju li kienet l-ikbar protesta ambjentali fl-istorja. Ninsistu għal trasparenza sħiħa u nsejħu l-gvern jippublika kull studju u ftehim relatat mal-iżvilupp tal-campus minn Sadeen Construction group”.

Bħala parti mill-politika ta’ trasparenza li jemmen fija, il-Front qed jippublika l-korrespondenza mal-kumpanija ingaġġata mill-gvern dwar din il-proposta.

“Social Impact Assessment re. Alternative to American University”

In line with its transparent approach, Front Harsien ODZ sent the feedback below in relation to Government’s Social Impact Assessment on the possibility that American University of Malta opens a Campus at Cottonera.

Front Harsien ODZ has submitted its feedback on a proposal to locate an AUM campus in Cottonera after being asked to do by consultants from a private company engaged by government to conduct a Social Impact Assessment on this proposal.

In its submission Front Harsien ODZ reiterated its opposition to any development in Zonqor and any other site located outside development boundaries, including the development of ODZ infrastructure while expressing its willingness to discuss any proposal located on already developed sites.

“We welcome any attempt to locate the campus and its facilities in already developed sites. The government’s decision to explore the possibility of locating the campus in Cottonera may be a step in this direction which vindicates the demands made in Malta’s largest ever environmental protest. We insists on full transperancy, full consultation with local communities, local councils and NGOs and the publication of all agreements and studies related to the AUM development as proposed by Sadeen construction group.”

In line with its policy of full transparency the Front is publishing its correspondence with the company engaged by the government.

Re: Social Impact Assessment on the possibility that the American University of Malta opens a campus in Cottonera

Front Harsien ODZ will be willing to discuss the option to have AUM in Cottonera, provided that development at Zonqor and any other ODZ site is dropped. This also includes the construction of roads on ODZ areas due to traffic impact and air quality impact.

The Front favour of using already developed sites in Cottonera. But the Front opposes utilizing ODZ land in this densely populated part of the island.
Furthermore, it is important that possible sites are available for public consultation given that there may be commonalities and differences in terms of social and environmental impacts of different sites. Comprehensive impact assessment studies should be carried out (EIA, TIA, SIA etc..)

Front Harsien ODZ insists that when the possible sites are available for public consultation, this should involve a comprehensive consultation process with local councils, residents, NGOs, experts and other stakeholders. This should not involve a rushed procedure, but should involve meetings for feedback as well as adequately timed processes for written feedback.
